How to Respond During an Emergency
Emergencies can occur quickly and without warning. When they do, Campus Police, Security, and Maintenance personnel serve as SCC’s primary on-site first responders for incidents such as injuries, medical events, fire, severe weather, and safety threats. Students, employees, and visitors should always follow the instructions of college officials and emergency responders during these situations.
The procedures in the sections below outline the specific actions to take during a
variety of emergencies. Each topic provides clear, practical steps to help you stay
safe, support others if you are able, and ensure first responders can reach the scene
quickly and effectively.

Active shooter incidents are highly dynamic and can escalate rapidly. Response strategies may vary depending on the specific circumstances. Stay aware of response options, assess the situation quickly, and act decisively based on available information.
Run:
- Identify an escape route and plan in advance.
- Leave all personal belongings behind.
- Keep your hands visible while evacuating.
Hide:
- Lock and barricade doors to prevent entry.
- Turn off lights and silence cell phones.
- Avoid clustering together; spread out within the room.
Fight (Last Resort):
- Engage only if your life is in imminent danger.
- Attempt to incapacitate the shooter using any available objects (e.g., chair, fire extinguisher).
When calling 911, provide:
- Your precise location.
- Shooter’s location, if known.
- Number of shooters, if more than one.
- Description of the shooter(s).
- Number and type of weapons involved.
- Number of potential victims.
When law enforcement arrives:
- Remain calm and follow all instructions.
- Raise your hands and keep them visible.
- Avoid sudden movements or approaching officers.
SCC Alert is the official emergency notification system for Sandhills Community College and Hoke grounds. Alerts are continuously updated to provide timely instructions during emergencies or severe weather. Notifications include:
- Text messages
- Voicemail
All current students and employees are automatically registered for SCC Alert emails. Additional contact information can be added by completing the registration process. Parents and community members may also sign up.
Additional notifications may include:
- Website homepage banners
- Alerts on computers logged in by employees
- Local media and social media announcements

- Remain calm and do not panic.
- If the threat is via phone and caller ID is available, record the number.
- Do not move or touch any suspicious packages; note their location.
- Report the threat immediately to College Police at (919) 866-5911.
- College Police will determine evacuation procedures and coordinate external assistance.
- Do not announce the threat to others to avoid panic.
- Stay calm and evacuate promptly.
- Move quickly and quietly to a safe distance from the building.
- Faculty and staff are responsible for safely guiding students and visitors.
- Do not use elevators during evacuation.
- Use the shortest unobstructed route to exit.
- Assist individuals with disabilities if requested.
- Do not re-enter the building until authorized by emergency personnel.
Disruptive behavior may include:
- Yelling or screaming
- Persistent, unreasonable demands for attention
- Intimidation or harassment
- Threats of physical violence

- Evacuate if time permits.
- Move to an open area away from falling objects.
- If indoors, seek shelter in a door frame, under a sturdy table, or sit against an interior wall.
- Protect your head and eyes with your arms.
- Be prepared for aftershocks.
- Report injuries to Campus Police at (910) 695-3911.
- Remain calm if trapped.
- Use the elevator emergency call button to contact 911.
- If no response, call College Police at (910) 695-3911 or 911.
- Do not attempt to exit the elevator if it is stuck between floors.
- Stay calm.
- Fire alarms may activate manually or automatically.
- Immediately activate the fire alarm if you see smoke or fire.
- Do not use elevators to evacuate.
- Faculty and staff should guide occupants to the nearest safe exit.
- Close doors behind you during evacuation.
- Assist individuals with disabilities as needed.
- Evacuate at least 300 feet from the building.
- Call College Police at (910) 695-3911 after evacuation.
- Do not re-enter until authorized by emergency personnel.
- Evacuate immediately when the fire alarm sounds.
- Exit via the nearest safe exit and proceed to the designated meeting area.
- Pull the fire alarm and call 911 from a safe location if you observe:
- Visible smoke or fire.
- Uncontained hazardous gas release.
- Uncontained hazardous liquid spill.

Priority emergencies include:
- Difficulty breathing
- Chest or upper abdominal pain
- Fainting
- Sudden dizziness, weakness, or vision changes
- Altered mental state
- Sudden severe pain
- Uncontrollable bleeding
- Severe vomiting or vomiting blood
- Suicidal or homicidal ideations
- Significant trauma
Actions:
- Call 911 and remain on the line.
- Provide detailed information as requested by the communicator.
- Do not provide care beyond your training.
- Do not leave the victim unattended.
- Do not give food or drink.
- Do not move injured people unless in immediate danger.
- Keep the person comfortable until help arrives.
Campus Police will assist in directing EMS to the location.
- Call Campus Police at (910) 695-3911 or 911.
- Remain calm and speak clearly.
- Provide detailed information about the incident.
- Stay on the line until instructed otherwise.
- Designate someone to meet and escort emergency responders.
- Use the online reporting form as appropriate
- College officials monitor weather and issue alerts via SCC Alert.
- During tornado or severe thunderstorms:
- Seek the lowest level in the building.
- Move to interior rooms or stairwells, away from windows.
- Close all doors.
- Avoid elevators.
- Call Campus Police at (910) 695-3911 to report your location.
- Remain calm.
- Shelter in place during external hazards (e.g., severe weather, chemical spills).
- Stay indoors until Campus Police declare it safe to leave.
- Avoid windows, exterior doors, and large open areas such as gyms.
- Treat suspicious packages carefully: do not shake, bump, open, smell, touch, or taste.
- Isolate the item immediately.
Report suspicious individuals or behavior to Campus Police immediately. Examples include:
- Going door-to-door or office-to-office unescorted
- Loitering in hallways or common areas
- Entering secured areas without authorization
- Soliciting or offering items for sale on campus
- Leaving unattended packages
