Collection Development Policy

 

Purpose

Libraries exist as major contributors to the education of the population they serve. Written material may address different cultures and serve many functions so that various groups in society are able to see a cross-section of the thought, language and behavior of all humanity.

The educational programs of Sandhills Community College (SCC) emphasize vocational, technical, and college transfer curricula in combination with appropriate personal and social interactive skills to develop responsible members of the work force and society in general. To this end, the College faculty and Learning Resources (Boyd Library and LRC) staff have a responsibility to provide students, faculty, and other patrons with a wide range of thought-provoking educational materials that support the educational objectives of the college curriculum and other instructional programs.

 

Objectives of Selection

The primary objective of the Learning Resources Department is to enrich and support the educational programs of the College. The Learning Resources Division provides a wide range of materials with appropriate levels of difficulty, diversity of appeal and different points of view.

To this end, the responsibilities of the faculty and Learning Resources staff for selection and acquisitions are:

  1. To provide materials that will enrich and support the curriculum and other instructional programs, taking into consideration the varied interests and abilities of patrons served.
  2. To provide materials that will stimulate the growth of factual knowledge, literary appreciation, aesthetic values, and ethical ideas.
  3. To provide information that will assist students in making intelligent decisions and judgments in their daily lives.
  4. To provide materials on opposing viewpoints of controversial issues so that citizens may develop the practice of critical analysis of all media.
  5. To provide materials representing many religious, ethnic and cultural groups and their contributions to American heritage.
  6. To place principle above personal opinion and reason above prejudice in the selection of materials of the highest quality to assure a comprehensive collection appropriate for users.

 

Responsibility for Selection

The Board of Trustees of Sandhills Community College has delegated the responsibility for the selection of instructional materials through the President to the faculty of the College and to the professional staff of the Learning Resources Department.

Boyd Library strives to maintain a current library collection of materials that meets the research needs of students enrolled in courses at Sandhills Community College. Because faculty are knowledgeable in their subject areas and are likely to have access to the most current information in their fields, they play a vital role in the collection development process. Librarians and faculty follow a three-step process designed to ensure that students have access to the best possible materials to complete their course work: 1) the selection of books, periodicals, audiovisual materials, and electronic resources; 2) the deselection or "weeding" of outdated materials in the pertinent subject area(s) and 3) the periodic evaluation of the collection.

Staff, students and community patrons may also recommend material for the Learning Resources collection. The responsibility for coordinating the selection and purchase of instructional materials and making recommendations for purchase rest with the professional staff of the Learning Resources Department.

 

Criteria for Selection

The needs of the individual instructional programs shall be based on knowledge of the program and of the existing collection. Materials for purchase are considered on the basis of:

  1. Overall purpose, content, and utility for general and specific subjects.
  2. Timeliness or permanence; relevance to current technology and copyright date.
  3. Relevance of subject matter to support curriculum programs and general reader interests.
  4. Comparison with existing holdings to avoid unnecessary duplication.
  5. Quality of the writing and production.
  6. Authoritativeness: reputation of the publisher, producer, author, artist, or composer.
  7. Readability and popular appeal.
  8. Format and price.

 

Resources for Selection and Purchase

In selecting materials for purchase, the faculty and Learning Resources professional staff will evaluate the existing collection and may consult:

  1. Reputable, unbiased, professionally prepared and recognized selection aids.
  2. Subject specialists from the faculty in all instructional programs.
  3. The Library Committee appointed by the Administration of the College to serve in an advisory capacity to the Learning Resources personnel.
  4. Professional colleagues and experts outside the college.
  5. Professional literature and evaluative reviews.
In specific situations the Learning Resources professional staff shall follow this criteria:
  1. Gift materials are judged by the same selection criteria and are accepted or rejected accordingly.
  2. Multiple copies of outstanding or much in demand titles are purchased as needed.
  3. Worn, outdated, or missing standard reference works are replaced periodically.
  4. Sets of materials and items acquired by subscription are carefully examined and are purchased to fill specific needs.

 

Deselecting (Weeding of) Materials

Library collections require careful and frequent review by the faculty in order to be up-to-date and relevant to instructional programs offered by the College. The faculty are encouraged to examine the collection in their subject areas on a regular basis to determine which titles are out-of-date, inaccurate, worn out, or superseded by more recent editions. "Weeding" the collection is considered as important as the selection of new material collection development.

Materials selected for discard, may be retained by faculty in offices, labs, and classrooms if such material has continuing educational value and if retention does not create a legal liability for the College due to out-of-date or inaccurate information. Materials weeded from the collection may ultimately be donated to other nonprofit agencies, SCC students, or discarded.

 

Collection Evaluation

Evaluation of resources is a cooperative effort that involves both faculty and professional library staff. To ensure currency and relevance of the collection, the Dean of Learning Resources provides faculty the opportunity to review Boyd Library and Learning Resources holdings and technologies through the intensive program review process, which includes the Faculty Review of Learning resources

When the collection evaluation is completed, the department chair (or designated faculty) will complete the Boyd Library and Learning Resources materials form and return it to the Dean of Learning Resources along with the notated bibliography. Discards will be removed as library staff time permits. Recommended new titles will be added as funds are available.
